1. Background
Recently, the population of the province is about 600,000 people of 40 minorities. The component of minorities is varied, including mostly people from King, M’Nong, Nung and H’Mong. The proportion of Kinh, M’Nong, Nung, H’Mong minorities is 67.9 %, 8.2%, 5.6% and 4.5% respectively, while other minorities accounts for a small amount. Especially, there some minorities only having 01 person such as Co Tu, Ta Oi, Ha Nhi, Phu La and Chut.
In recent years, thanks to the budget from central and local government, international organizations and contribution of local people, many water supply systems have been built and addressed problems related to water for people in difficulties and in ethnic minorities areas. However, the results of this program during the past time have not been corresponding to the investment, leading to lack of water supply, badly impacts the life and production.
Based on these facts, it is essential to build water supply systems in rural areas, especially where the ethnic minorities live, to realize the social security policies. This will help, to some extent, to address the problems in people’s life, sustain and develop the socio-economy of the province. Beside economic benefits, this will bring humanity values to the society, create sustainable life for minorities and ensure the security and equality of the society.
For supplying water effectively in rural and ethnic minorities areas, the project will be carried out with 2 pilots in Dak R'Mang and Quang Hoa communes of G’Long, where many ethnic minority groups live, before applied widely.
- Dak R’Mang is a difficult commune of Dak G'long, having the area of 22,612.96 hectares, where 1,428 households with 7,400 people are living. There are 10 ethnic groups in the commune, including 1,108 poor households accounting for 77.59%. Currently, the commune has only 04 wells (of which, 01 well is usable, the others are broken) and 04 water tanks, which keeps water from watershed, in H’Mong villages. However, as majority of households is poor and the groundwater is decreasing, drilled wells are an adequate solution but expensive one and only for well-to-do households.
- Quang Hoa is a difficult commune of Dak G'long with the population of 1,277 households (equal to 6,396 people of 11 minorities). Ethnic minorities account for 90.5% of the total population and poor households account for 86.77%. The life of people is still difficult due to many factors. For example, the agricultural activities are badly affected in dry season.
Therefore, building water systems to collect water from watershed is adequate and meet the demand of the people.
2. Beneficiaries: Households in Quang Hoa and Dak R'Mang communes lack water.
3. Approache:
To absolutely solve the shortage of water and increase the use of water in rural areas, where many ethnic minorities live, along with project in 2016 and 2017, the province has mobilized and integrated the financial resources, such as Program 30a, Program 134, Program 135 and organizations inside and outside of the country, and built, repaired or upgraded the damaged systems.
In cooperation with authorities at all levels and related organizations, people are shared with information on shortage of water and actively contribute their work force, land to building construction.
Set up mechanisms of water management and usage after the systems are built and handed over to the local government and people.
3. The objectives
a) Goal:
By the end of 2017, in pilot areas, the water supply systems can provide water for households of ethnic minorities.
b) Expected results:
- To provide enough water for 100% households in Quang Hoa and Dak R'Mang; contribute to improving the quality of life for ethnic minority people in remote areas.
- To strengthen the health of residents by reducing water-related diseases through improving water supply sources and hygience.
- To provide water for irrigation.

5. Management system:
Management organizations:
Management unit: People’s Committee of Dak Glong district.
Implementing unit: Division of Agriculture and Rural Development of Dak Glong district, People’s Committee of Quang Hoa and Dak R’Mang.
Main tasks:
- People’s Committee of Dak G’Long directs the organization and distribution of budget to the targeted communes that have been approved; monthly organizes meeting to assess and report the progress of the project.
- Division of Agriculture and Rural Development of Dak G’Long cooperates with other Divisions to build the plan of project implementation, supervises and reports the progress of project and its results.
- Division of Planning and Finance of Dak G’Long advises the district People’s Committee to allocate the budget and guides commune authorities to follow financial procedures.
People’s Committee of Quang Hoa and Dak R’Mang communes:
Based on the guidance from Divisions of the District People’s Committee, the People’s Committee of Quang Hoa and Dak R’Mang communes will set up a plan to implement the project, supervise the progress and mobilize people participating into the project implementation.
